uknown mini bike! Rupp?

This was my child hood mini bike. I just got it back from my father and got it running. The guys at my work think it's a Rupp, but I can't find one that has plastic fenders like this one. Also, the chain and belt drive cluth assembly are on the same side. It has The same frame setup as a rupp. I'm wondering if it was a later build. But then again, it does have the spring suspension front end. Is it worth restoring?
