Is this a Rupp? I am confused.

I have recently restored this minibike to new condition....I am unsure if it is a rupp though. The tank looks like it is a 1969 Honda z50 tank though. What is funny is the tank had a "Scrambler" sign on it. I am baffled as to what the minibike is.....any help is appreciated.....
